Being hand-cuffed is part of the arrest, and being detained due to various suspicions (eg. possibility of destroying evidence)is sometimes necessary. Why is the justice system suddenly "corrupt" just because it's A-扁? 馬英九 also investigated but trusted the system to be just.
It is obvious this is just a political fight, and not about human rights..
