Well in Gmod 10 you have the NPC tab and at the bottom there's a box called "enable NPCs" uncheck that then spawn NPCs how you want then recheck the box. In Gmod 9 Go on the NPC button and there should be a box checked "NPC on" uncheck it, then repeat as before :)
