In a non-declared conflict you can not win because your infantry is being used as police officers. Korea, Vietnam, Afghanistan and Iraq. We have been in this 8 years and we are not done with is yet. We took down the Germans, Italians and Japanese in only 4 years. This is costing us printed money and causeing exponintial growth of our money supply

The rest, the war doesn't end until the Taliban are no longer able to provide a safe haven for Alqaeda as they were before. They have to be permanently removed from ever attaining power again or at least, so far degraded that any region of the country coming under their control again is very unlikely.
