No reason you can't go in the lobby--you were there on the BUSINESS of the building--holding and releasing prisoners. The last guy was definitely the bully type. I would NOT have gone back to the car. There's NO WAY any arrest/charge would stand, because you're there on legitimate business, AND if he did press for an arrest under those circumstances, you could sue and win for false arrest--as long as you continued to have a reasonable demeanor and didn't cause a scene, that is.
@rabbit2110 IDK, but even if he can it is unlikely the local LEO's or prosecutors would do so. I recently had officers decline to ID themselves (you can hear it in my most recent video) and the Police Department wont even return my phone calls.
