"Bill Posters" are people that stick band posters on walls. It is like saying "people who still band posters on the wall will face jail." Over here we call them "Bill Posters." What do you call them in the US? I have never heard that anyone went to jail because of this, but because it sounds like a name, it sounds funny?
As far as I know, I've never heard of anyone getting arrested or hearing of a law where people who put those up can be arrested. This is the first time I've heard of it.

jolly..over here in the states we dont have that. its called "freedom of speech"!!
but on the other side of the coin, its called vandalism/destruction of property. usually a misdemeanor...and you have to get caught!
