If you complete the quest, he tells all the people that he was lying and stealing their money pretty much...they dont take it very well, they mob him and kill his ass. Its pretty funny to sit back and watch

plus he glitches, and if you leave his clothes on his corpse regenerates about 600 caps every few days.

It's the Ghoul Mask. You get it if you help Roy Phillips and his followers take over Tenpenny Tower. It also tricks Feral Ghouls into thinking you are one of them so they wont attack you.
