it's a waterspout, not a tornadic waterspout. the former is capable of forming off any cumulus cloud (from any localized storm system) whereas the latter is a tornado forming off a supercell and then moving into a body of water. waterspouts do not pose significant threats (if any) but the tornadic ones do.

however, great job on the video. you got two of them in one shot and one (less visible) was even caught moving behind the other!!! =D
