The minute it goes below 90 psi the train's emergency brakes are applied instantaneously. The train can also be stopped by a signal if the car borne tripping device is activated by the signal's associated stop arm. This also will deplete brake pipe air and put the train into emergency brake.
The only part thats electrified is the third rail on the side of the track. That's what Shaw puts his foot by to electrocute himself. The tracks themselves have to be safe to walk on in case of evacuations between stations.

@radelva65 its not the cord that stops the train, its the motorman who gets the signal who stops it, the cord is not connected to the motor
