nope, its an 8 valve, look at the cam lobes and the way they operate the valves, a 16 valve would have to have kind of crossheads where the lobe pushed 2 valves, u can also see that the valves r inline with centre line of cylinders, inlet one side exhaust the other, this has no space for extra valves.

well because that part of an engine block is sliced in half so you see only 8 valves that are in other side,you know what i mean.

You are right it´s a 8 valve but it not a VW, it´,s a FIAT / IVECO 8140 series
