This is an old British tradition by which the House of Commons, as representatives of the people, assert their independence. The Gentlemen Usher of the Blackrod is the representative of the monarch, but he enters the House of Commons only by its consent.

It is an amazing custom and I actually think that our Tweede Kamer (our Lower House) should adopt this tradition.

Actually he was making fun of the Queen. Dennis Skinner is an MP that has been in favor of the outright abolition of the House of Lords, and the Queen, for years. He has made sarcastic comments, at the Queen, each opening of Parliment, for the past 10 years. One of his first smart remarks was "Tell the Queen to pay her taxes".
