That's a good question, Lawrence, and I think I might have the answer. He was doing it for Kim's benefit because he didn't want her to become frightened by seeing Revok when walking into the room, so he hid under his coat and sent his thoughts out to her instead.
He did transfer aspects of his physiology to Revok's body. Take his eyes/eye color for example. Besides, the voice is a hybrid of both their voices - not just Cameron's as is widely reported.
They may have "won" it doesn't matter if its both psychics in the body, or just one. It is the good one that has control as we can see from nicer smile and eyes.

I like Cronenberg's style, he tells a very specific story but is just vague enough to leave some questions unanswered, which I think any good horror story should have. There's not a complete resolution. And yet he thankfully avoids being abstract, which I hate. Great film.

Scanners is such a mixed film for me, there's bits I love, and bits I don't like at all.
But all the scenes with Darryl Revok are excellent, and I liked Patrick McGoohan too.
The voice fusion was ok, but I found a blue-eyed Revok very disconcerting. I also wonder what Kim Obrist felt about snuggling up with the body of her former enemy.
That would definitely be bizarre. However, I don't think they were really love interests. Like everything else, I think there were a lot of ideas and subplots unexplored due to lack of time and money. Still a good movie though.

@numnunums first of all, what would the thematic significance of that be? in order to fit the story, the theme and the message, it makes sense that he completely took over. watch the duel scene, it make it clear that although revok destroys vale's body, vale managed to destroy revok's mind and took over his body.

I don't think morals really have much to do with it as the main character is flatter than a board. Hard to moralize that. Also I don't think he could destroy him completely as that's just too simpleminded. I personally prefer it nice and vague like it is now. @numnunums That's certainly a valid interpretation. In fact, that's what I believe Cronenberg hinted at with the voice fusion. I think he said as much in an interview.
@numnunums Makes me think of the Star Trek Lazarus episode, where Lazarus A is suppressing the entity of Lazarus B. Or the movie Prophecy with Christophere Walken, where they hide the soul of HItler inside the ArchAngel MIchael.

@MorganScorpion ..Oh no shit, brother! If it hadn't been for Michael Ironside this movie would have been a direct to video flop. This had to be the first movie in history where the strongest performance came from a cameo. (No wait, I forgot about Peter O' Toole in "Caligula")
