I uploaded a video regarding this and I think I mentioned it while recording or I might have forgotten but, in the U.S. release of the game, somehow it was formatted differently for the unlocking process since only the first two Tag Force games were released in the States and not the third. So...after using the UMD Recognition for the first two games, somehow it unlocked that feature.
