Great job by the officers in this video. She is clearly under arrest and clearly resisting being put inside the patrol car. The video does not show if she spat on the officer or kicked him. Should the officer have let her go because she did not want to get inside? If he had deployed his TAZER or used his pepper spray would that have been better? Either way, she has to get inside the vehicle. Either voluntarily or with assistance.
