Well that's not necessarily true. Remember, the controversy surrounding Guantanamo surrounds the fact that since it is not located on American soil or American territory, unethical treatment of prisoners legally occurs. By closing Guantanamo, it shows that our American moral code extends beyond our own borders in our dealings with the international community. Reallocating prisoners to another Jail where these practices cannot occur legally is the whole purpose of closing Guantanamo.
