If your horse had been bagged down correctly when you first caught him and the rope thrown around and over him until he stopped noticing it (about 5 - 10 minutes) there would be no need for this rubbish.
reminds me of a woman named Elizabeth, here in SA who convinced a lady to drag a cart around the roads while she drove the horse in harness so that she could feel the horses vibes. Totally useless.

preparing horse against potential future panics by conditioning him to stuff like this, papers blowing around, ropes brushing his legs; definitely trust-building is a part of it. The more he can be DE-sensitized to unusual stuff the saner & safer he becomes.
