You're mistaken - I didn't draw this on a website. If you have a PC, it should have come with the program Microsoft Paint, which comes with every Windows OS. I drew it on MS Paint. :3
Yes, just try, instead of making it's mouth open, try to make it smiling or frowning. It just kind of looks odd with it looking up at the sky like it's going,"Ahhhhh." It doesn't look like it has any emotion to it.
Aww, thanks! I appreciate the criticism, as well. If you'll notice in the lineart I *attempted* to make the corner of Icey's mouth a bit turned upward, but needless to say, I failed dismally. XD
