umm no, especially with a police horse, they pick the best horses and they're put through rigorous training. He wouldn't kick. Majority of horses do not, the most important part is to make sure they know your there and you don't startle them.

Have you ever been around horses? Hmm guess not. A horse of anytype could kick if under the right conditions. No matter how much training. There animals and its there natural instinct to do what they can if they feel indanger. Remember the tiger that bit the mans head ? umm how am i stuck up? do you know me? I'm actually not stuck up and in no way showed myself to be that. I also never claimed to know everything about horses, if I did please let me know where I said that because I obviously missed it. it would be more dangerous to pass under it's neck. horses are much more use to people passing behind them then under them ... there is no problem if you lay your hand on their rump before you move behind them ... just be observant and read the horses body language. ...
