So when he and his wife had sex Terry was born with DNA of both Bruce Wayne and Terry's mother. This makes Terry a son of Bruce not a Clone. A clone would imply that Terry is a genetic replica of Bruce which is not true. If you want proof watch the Justice League Unlimited episode called Epilogue.

So hes basically batmans attempt to create a perfect clone of himself, but he failed yet still managed to create a successor its fucked.

The leader of CADMUS thought that the world needed batman and wanted to create a perfect replacement.
