Of course, highly motivated passionate employees will out produce others. My sense, however, is that if I have to choose between my supervisors making it clear to people what they have to do and what is expected, or doing some rah-rah motivational thing, I'd pick the former. And perhaps what I'm reflecting is my observation that most supervisors don't do the first very well. So if we're not clear about what's expected, it won't matter how motivated the person is, they're likely to fail!
It is not obvious to me that supervisors need to spend a lot of time on motivation. All of us have days when we're not motivated, but we still have to do our job. The supervisor gets results through people. She has to let each employee know what's expected, how they are doing, give credit wherever possible and make the best use of each person's abilities, given the work available. If someone isn't performing, then she needs to tell them how they can improve. Way more important than motivating.
@HughRAlley Who do you think produce the best results? Highly motivated, passionate employees, or a poorly motivated employee that is constantly reminded of their faults?
What is rah ha and who ha? What is your comparison? Why do people love to continually learn? I will state that your much of your motivators, while some may have some value, yet most are defining some sort of pay off, not a motivational value. I could, say, climb a tree, but why? If someone says there is a bag with $1,000 in it, then that motivates me. However, if someone (i.e., supervisor) just tells me to, then what is my motivation? I still have one, but it surely different by now.

Real motivators 1.Theoretical Motivator This person in theory may leik mudkips 2.Greedy Miser Tell him to mug someone to meet quota and give you a cut. 3.The Aesthetic Make sure you tell them to clean up this dump and pictures of their 12 cats do not count as "Decor" 4. The social They work for free knowing the vid you have of them at the office party may be posted on youtube. 5.Individualistic You individually break down their spirit. 6.Traditionalist Traditionally you make them brown nose.

@HughRAlley It's up to the company to facilitate an environment where employees become self-motivated.
