IIRC, the US actually borrows 40 pennies for every dollar spent. So this "penny plan" would have to stay on course for 40 years to *arrive* at a balanced budget... however we would still be adding the the debt during 39 years prior to it.

Of course, any Penny Plan beats the Obama Plan - just saying it ain't perfect.
