Nope. The different color hats are increased difficulty, like how the stages got harder to do normally in the first, the engine cracks down more on off-beat presses, so unless you learn to freestyle, you'll fail as you get up to level 4.

Yep. You complete "circuts". Every time you beat one, your circut goes up. After you get the Yellow cap, you have to get cool mode on all of them in order to complete another circut. Then another cool, then another, then another...
