Actually that cap predates Nazi-Germany quite a bit and is rather from the time of WW 1 and before. When Emperor Wilheml II. started to build up a large German naval fleet there was also a large popular movement. If you were a boy from the upper middle or upper class for sure you a "Matrosenanzug" with this kind of cap at that time as a sunday dress.
