The Double Scanning Technique in Sudoku

I really like the idea of this but I still don't see how you can place the 8 or the 2 fearlessly without considering the fact that it may be in another block below...

Well you have to assume it is there because if it wasn't, that block wouldn't have an 8, rendering it incomplete. That block NEEDS and eight. Same for the 2.
