well the difference is that the age limit for diving IS 14, whereas the chinese gymnast girl is suspected to be underage. That's breaking the rule.

in gymnastics you HAVE to be 16 years old to compete

If you're referring to the gymnasts, that's due to there being different age requirements for gymnastics, and China lying about their gymnasts' ages.

That kind of advantage isn't the same for diving, which is why the age requirement is lower.
