Mexico could end the violence overnight by legalizing drugs. They could boost tourism by letting gringos come and smoke marijuana and snort coke openly. But it would cut the profits of the cartels - they would have to go legit and pay tax - and since they run things (like organized crime in the US) they will fight to keep grass illegal. And the US would never allow it, because your politicians are a bunch of hypocritical killjoys who make laws based on emotion and not logic.
