Only ONE species on Earth has the technology to communicate with other worlds and we have only been advanced enough for that for about fifty years which is just the blink of an eye in evolutionary time. The universe could be FILLED with life but likely only a VERY small percentage of that life would be both sentient AND technologically advanced enough for radio communication.
