No it doesn't. That is a sprinkler test valve, not only are they commonly chained, all it does is create a water flow within the pipe and either exits from a pipe on the outside of the building, or just gets recirculated. Store Sprinklers have a glass bubble that only pops from heat for force.

@Xonx68 It was water falling from the ceiling when the tile fell. It was probably dirty water too. You can see that water is dripping from other tiles and lights. It's clear that the ceiling is flooding as well from the pipe burst.
