IMHO the Defense Dept. wanted to farm out the support and supplemental services was so the military would not have to call a draft to get personnel for said functions. Of course, there was a lot of big gov't. waste and graft. This is why the defense budget is so out of control. And then our servicemen in the field can't get body armor or armored HUMVEEs. Go figure.
