those codes: L+R and go into the museum. but if your not holding L+R down at the time, he wont give you anything.

and if you know how to use them, then yes, they work 100% of the time.

Pretty much just go to your calculator app...choose the pokemon you want by national dex number,then click L

Then click in the level you want then click R

then choose nature (you'll need to check website for nature number) then select

and then on your next wild pokemon encounter you will encounter that pokemon

though don't use a shiny pokemon code with it or your game will not work.

It refers to their pokedex id's. ex. bulbasaur is the first pokemon in the national dex (Yes, yes Victini is 000# in the dex but who cares, I don't even think it counts) so you can put the same code for all the pokemon that you want and just know his place in the dex and you get the pokemon you want.
