That year of neon doesn't need any tools to get into.. just your palms and fingertips. Just press your hands against the glass, push it down a little ways, and you can peel the window right off the weather stripping, just enough to get your hand in and work the door lock, it's pretty easy, that's why neons used used to be the #1 in stolen cars untill the immobilizers came into play big time. Takes about 30 seconds. That's why newer neons have a little extra tab on the stripping.

There's a way easier way to do this same thing. Take the item you were using and slip it between the window and the waterproof black thingy. Then push it down and look for a bar down there and pull it up. Bam, unlocked car door.
