I have serious doubts about this being true. I dont think shoaib is in his teens in this video. As far as i remember shoaib was already 24 when he made his debut for pakistan in 97. If this really is 96 why is the kid taking his autograph, he was virtually unknown back then.

Probably not in his teens but it definitely 96. Although, he hadn't played for Pak, he was in the news after breaking someone's finger on the tour. And Graham Hick said he was quickest bowler he had ever faced. Thats why I went to watch him.

The leg spinner in this clip is Ali Hussain Rizvi who played 1 test for Pakistan and had figures of 2-72 vs South Africa. Although I have to say his action is similar to the great Mushtaq Ahmed but in 1997 Mushie was playing regular test and one day cricket for the International side and was in prime form so I doubt he would be playing in the A side in England.
