P.S. I'm sure China would be one of the first countries to join the environmentalist trade cartel framework. They are already doing quite a lot in terms of environment policy, but as long as the west does not get serious about a coalition of the willing, they will continue to play a shrewd diplomatic pressure game to position themselves as leaders of the "third world".

The most likely alternative framework seems to be a coalition of the willing, a treaty involving fewer countries, who then charge import tarriffs from those countries that do not want to join. Such tarriffs would both provide an incentive for joining and a means of collecting the funds for common projects such as rain forests, help to the poorest etc.

China insisted on a package that not even a president Gore could have accepted, and I'm afraid that stance will not change any time soon unless the "rich countries" and the environmentalist organisations seriously mobilise for the alternative framework sketched above.
