I don't know what is the fuss. If I were the leader and have very good knowledge in a very important job/position, I would appoint someone that may not be strong so that I'll make sure I have a full control of that work function. You see, if you appoint someone that might be strong in that job, he may run it in a different path which might be out of your control. So, to make sure a very important part of work is done well, this is one tactic I would do to make sure things will go well.
