This isn't a glitch, the map was made this way. Any wall can be climbed provided the wall is marked as climbable, the knocked over vent is basically this. Solid walls, glass, railings, ladders, etc. are all walls per se.

@Youareatroller Actually, it is a glitch. I highly doubt there is a ladder there as it is semi difficult to get yourself up it. I found this on my own too, so I know from experience.
