No. That's 100% NOT what this song is about. It's about how it's nearly impossible to push for real, substantive change in modern Western democracies because they're able to channel any push for change into satisfaction with minor tweaks to the existing system. In a dictatorship or theocracy people are going to increasingly oppose the system they live under. But a Western democracy can swallow any fundamental opposition through it's liberalism.
