The problem is that East Timor has been forced to sink or swim - in 1975, they said they weren't ready yet for independence, but Portugal just wanted to cut its losses, then in 1999, Indonesia did the same, even though the independence movement wanted a 5 to 10 year transition before a vote on independence, and then in 2002, the UN did the same, having been there for barely three years. Ramos Horta said that they should have stayed for at least five.
