Even if James did keep Growly with him & evolve it into an Arcanine, we all know the producers would never let Team Rocket capture Pikachu. When it comes to Team Rocket, Pokemon is as predictable as Scooby Doo. Pikachu is the star of the show (besides Ash) & it would essentially be the end if he got stolen from Ash.

@hybridone890 No, I didn't forger Cacnea. It's right there, as his first Hoenn Pokémon. He temporarily owned that Aggron in Battle Frontier episode "Grating Spaces" (Jessie got a Charizard). And Chimecho James caught in "Who's Flying Now?" at Fortree City. He left it to his grandparents in BF episode "Sweet Baby James" (that's the same episode where he got himself Mime Jr.).

@davesgrave8 Yes he had. It was his first Pokémon of all, and he has nicknamed it as "Growlie". It first appeared in "Holy Matrimony!" and wasn't seen again until "The Treasure is All Mine!" There were over ten seasons between these two appearances. Phew!
