I cant show you exactly what i did but, i can try to tell you lol.

you need 2 video tracks and you write "Make" and "You" separatelty but on the same track. Shorten them to go in time with the song. Then you write "Notice" on the track below and add Linear blur.

Sorry if its not a good explanation but, if you need to see visually how its done, ask punkbitchtutorials or gangstatutorials and they can show you : ) just link them this video so they know what you want : )
