I've been to Shimla, as soon as you get out of the Taxi you get mithered. (yes I had to use a taxi because the stupid ignorant ticket woman in Kolka decided to ignore our request for help).
I don't mind it, it's a poor country and generally the people are nice. But the discrimination you speak of is to do with the 'perceived' taking of Wesern welfare for poorer people, thus diluting the resources available for say British, German, French, Spanish natives.
Whereas a Brit/US/Frenchman visiting India is bringing with him exceptional wealth, so will provide for local businesses, beggers, etc. That's why there's no 'discrimination', because they wouldn't mind a bit of the tourist's wealth. They couldn't give a damn about the tourist, don't romanticise it.
India was the richest country in the world till 17th century, and thatswhy all European countries they try to enter indian market and started exploiting. Foriegners NEVER brought wealth to India. They came here to see the Indian wealth and got surprised. No if you say that you beggers are the only indians you met then it was your choice.
