Well, both Dino and baby puss were voiced by Frank Welker. Baby puss can talk. Yeah, you might be right that it was Dino who said "there". This is because he felt finished to get the cat out. So it could be possibly baby puss who says, "there" because a new one gets in the house to trick Dino of keeping him out. For watching tv part, he thought someone said "there" right before he's watching tv.
Yeah, it is one of the best Flintstones cartoon for what a cartoon. I think it was the baby puss cat who said, "there" as unseen at 2:04 and 4:26 that first one is when dino was about to watch tv and the other is when he is about to sleep. There was a report that Seth macfarlane the family guy creator is re-making the creation of new flintstones show and he also created larry and steve for what a cartoon.
