In campaign, fire doesn't do damage but sets a death timer. On versus, fire does do damage and sets a death timer. He was doing it on campaign, notice how there were no indications that you could climb objects.

not always , i just play campaign in expert , the party bug (?) and all the tank we meet were 50000 hp , and no matter on fire or not , we just have to keep battle and survive during 5 minutes long

Ok so if the tank is on fire and it's health bar is the same - that's unfair because he's got 40 seconds to live despite having full health correct? So what if in an update, Valve just tweeks it so the health burns down in those 40 seconds when the tank is on fire...then the only complaint would be "Now the shots fired on it should multiply that damage".

It is only for multiplayer. The devs say the tank has a 'patience meter' (regardless if he is on fire or not) and if the meter runs out, the player loses his or her turn.
I don't know about the PC version, but the 360 version has a dev commentary section and they specifically say this in there.

If it's on fire I should rather recommend shooting your pistol(s). You don't waste ammo, it does damage, and it slows the tank down (proven).

In versus, if a tank doesn't attack a survivor, it will lose control, then the control goes to another player.
I have never seen the 30 second rule on Xbox Live, however, on there, fire does damage.

I believe Tank has HP / time on fire:
Easy - 2000 HP / 25 sec
Normal - 4000 HP / 30 sec
Advanced - 6000 HP / 35 sec
Expert - 8000 HP / 40 sec
