It was a victory that he saved Lelouch. He might not value life in general but he valued Lelouch's life, which was a step in the right direction. He regained his humanity and got a chance to act on his own will.

She didn't try to kill Lelouch but wanted to help him, using a gun to defend herself. She was explaining herself to Rolo when she mentioned Nunally, which set him off in anger and caused him to kill her and say she was planning on killing Lelouch. As for the argument well i disliked them both until they died, then i loved them. so there.

I read the chain of comments about Rolo and Shirley, here's what I remember of what actually happened: Since Lelouch used geas on Shirley(I don't remember when but think it was when he told her to forget that he was Zero) a flashback came to Shirley, then she realized that since Lelouch is Zero and Zero killed her father, that means Lelouch killed her father! So tried to kill Lelouch but Rolo stopped and killed her instead. Rolo knew that Shirley knew who Zero was so he tried to protect Lelouch

Marianne even commented on that saying she should have given it to Charles, which would have "made things easier" for there plan of killing the Gods. Marianne said CC "sealed it within herself". Not sure if that means she sealed her own immortality, or if CC still has it/gave it to Lelouche at some point. But Charles did not obtain CCs code.
