Rex's rail gun fires magnets at extremely high velocities. it doesnt use fuel so it isnt considered a missle, which means it can not be picked up on any rader. since the 1970's scientists have been trying to make a stealth weapon, but the main problem was the propulsion system.
They did it without a flame based propulsion system so it couldn't be classified as a missile. Thus working its way around plenty of treaties that would have had the whole project scrapped within a week.

Probably because he is a 3rd party character and he is from Metal gear, so they call him metal snake. I dont know for sure, im just guessing.
