They probably didn't have a solid character design for him yet, thus he looks like that in this movie. Once they have more need to flesh out the characters, that is when the final designs are put forward.
Well you must take into account that movies and books are two completely different mediums, and even though the book knew what the character was supposed to look like, the movie makers were perhaps not sold on the idea of giving too much attention of detail to a face that is in the last few minutes. To that effect, they made him look as he does, which looks different from the finished product. Plus, wasn't the description of him in book one different from that in book four?
@ForceOfJustice your sure right about that thing offcourse, well said, but the descritption in book 1 was not as detailles as in the further series because only his face is seen on quirels backhead, but the description of his face is both a pale white face, with starring mad red eyes, and a nose that look likes snakefaceholes or something like that,
But btw, i dont think that the voldemort of HP1 and HP 4, HP 5, and HP 7 change very much, only the nose is a little different,
