Yes, the picture is indeed from Legend of the Five Ring's CCG, and it is Shiba Tsukimi, Champion of the Phoenix Clan.

@Tokuijin Okay, I'm really bringing out the geek now lol The picture is Shiba Tsukimi, the champion of the Phoenix clan (hence the red phoenix on her breastplate) in the card/tabletop game Legend of the Five Rings. The Celestial Edition in the picture refers to the latest legal playset of the collectable card game.
