it takes time to learn a new language... however, i do believe that being able to converse is the basic to even thinkof trying to enter the ENglish singing industry... unless they really work very hard, if not they can't sing something well without understanding.. and any regurgitation from scripts won't earn them any points in america in future...

in my opinion, Utada is the only foreign artist entering the USA market with good english skills. Next will be BoA (two of them are rather good)
