The stick that the bucket is mounted on, often called the dipper stick, can slide in + out. Sliding it out to push the bucket into the bank is "crowd", pulling it back is often called "rehaul".
The hoist cables tend to pull back on the crowd, requiring a brake.
Crowd on this one is rack + pinion, on Northwests + others it's cables to crowd + rehaul. Many Northwests run the end of the hoist cable over the upper crowd sheave, to increase crowd force, the reason they are good rock shovels.

I remember when CCC and WPA using these to build Flood Levees and Lakes. I had no idea any of them were operational.
