@rareboel It's called they Bystander Effect. Basically, the more people watching, the less likely it will be interpreted as a problem and less likely to assume responsibility. People need social proof that they need to interviene, and since everyone around you is doing the same thing (which is nothing), then that's what you'll do, too.
