Salazar traçou a sua estratégia durante a Segunda Guerrra Mundial e fez deste Homem o que quis, muito embora Serrano Suñer, representando aquele Governo Espanhol, respeitando a sua memória, segundo dizem alguns historiadores - tentou a anexação de Portugal, defendendo que não havia lugar para Nações como Portugal na nova Europa saída da eventual vitória da Alemanha e da Itália, coisa, que felizmente, não veio a acontecer.
