He thought that out, and he tells later on the movie his exit strategy. Besides you still lose if you give the money and kill them later. The next guys will think of a way to escape, or they will demand something other than money.
But not any terrorist can steal extremely devastating chemical weapons, and hold hostages in a way that they can't be hunted down. You need a truly professional leadership, a highly trained unit, plenty of highly classified information, latest weapons, genius organization. Hummel fulfilled all of it. Very few others could do it.

Palestinians just got around 1000 guys freed this autumn for the return of one Israeli soldier. Same happened few years ago for the bodies of two soldiers.

First of all, Palestinians is not a terrorist group. Then they were not holding hostages on Israeli territory, they kidnapped the guy. However, I found the deal surprisingly generous. Obviously the Israelis knew that they were holding those prisoners illegally. But the US would never, ever do such things, especially when the terrorists are on US soil.
lol why would the FBI director be shocked that the US government conducts illegal, immoral activities on a daily basis. The FBI has been in on government money laundering, assassinations, and domestic spying since its inception. Ever heard of COINTELPRO? If not, look it up.
